I suspect you have no idea what a $10/hr EMT does or what kind of training they have. In many places, they are 20-25 year old students - and many are just volunteers.

Because tons of people volunteer as EMT Is and most EMS services can get all the EMT 1s they want paying that much.

It also doesn’t take that much time or training to become an EMT 1 and lots of students and volunteers take the positions for low or no pay. If EMS agencies couldn’t hire EMTs at 10 or 15 bucks an hour, they’d pay more.
