Only thing I can think of is that flour is frequently contaminated in various ways, not unlike cooking spices. The assumption is that it will be cooked before being consumed, so sanitation is not that great and inspections are minimal.

Businesses are composed of people. Those people don’t lose their rights simply because they have a job or run a business.

So like 100 people have explained it to you. If you “don’t see it” then you are trying hard not to, and you should stop asking people to waste their time explaining it.
