I don't know where you get your information, but for both of her Malawian children the custodial family approved the adoption. In the case of David, the adoption was approved by his father. In the case of Mercy, by her grandmother and uncle.

Colleges are not parents, or police, or governments, or a judicial system. Colleges should leave the policing and the public safety to the experts in those fields, and no one should expect a college (or an employer, or a landlord, etc.) to provide complete protection from the dangers in life.
