Erm, nuclear power is not low-mass power. And most applications are basically steam engines using thermal energy produced by nuclear reactions to boil water. You don’t go to space with a steam engine that takes up 90% of your mass budget and can kill you if you sit next to it too long.

Wait. A single-stage to orbit space plane that flies itself using hybrid engines that work in atmosphere as jet engines and in vacuum as rocket engines is “nowhere near good enough?”

There are several reusable launch systems in development across the world, and a few of them use aerodynamic lift concepts. A British company is currently developing a SSTO using a “space plane” approach. They’ve named it the not-at-all-ominous Skylon.
