Possibly could be regulations, although they sold these one year earlier in the US with no issues.

I think one of the reasons Honda fell out of favor after the high of the 90s (at least in the US) was that they didnt bring in cool cars anymore like this Civic Hatch Type R. I think this would have sold like crazy here in America.
