No surprise here. The CPU not charging for moves such as the flash kick was well known back when I played the game in arcades as a teenager, over 25 years ago.  Same goes for the CPU dizzy time being drastically reduced compared to when a human opponent gets dizzy. 

Lesson to learn, we shouldn't assume our personal experiences are universal. :-D
