Slight correction - the TARDIS set up the loop. The Daleks just detected temporal weirdness (the TARDIS reset) and took advantage of it to attack. Presumably the TARDIS started looping after the Daleks got the Doctor the first time. 

I don’t see the need to have something ever-more momentous for these Doctor Who anniversary shows. If The Day Of The Doctor was “fun but ultimately anticlimactic”, then why do we need more than that? Fun is the first think I am looking for in a Doctor Who episode. The show is almost always better when it focuses on

I am a huge Doctor Who fan and have always found its intense British-ness a big part of its appeal. And yet many British aristocratic politicians seem to combine stupidity, arrogance, and apparent inbreeding in a way that is particularly appalling and perhaps dangerous to the evolution of the human species.
