It was mentioned explicitly in 'The Doctor's Wife', where the Doctor was talking about an old Time Lord friend of his, who was a man most of the time but sometimes regenerated as a woman.
Um, none of those characters you have mentioned are alien beings capable of regenerating into a completely new form and personality, so not sure what your point is there. It is already canon that Time Lords can and do change sex.
Ugh, I'm getting sick of all the bodysnarking on these cosplay articles. Not even considering that the guy actually looks pretty good in that get up, the point is whether the costume itself is well-made/creative/awesome.

I couldn't agree less, I'm about an inch taller than you and I don't feel that height has anything to do with being manly. I do quite like being tall, so dating a shorter guy has never bothered me in the slightest, or made either of us feel less 'sexy'.
Yeah I read a study that (if I recall correctly) indicated that it is short women and tall men who are the most fussy about having a traditional height difference. I guess because it doesn't limit their dating pool as much, they can afford to be 'picky' in that respect.
