That is a very good point about programming languages; once you understand the mechanics of programming, it's just a matter of learning a language's syntax.
There isn't a benefit, per se. Very similar to regular languages, programming languages have evolved over time (e.g. the many variants of C). Often, each new programming language offers some benefit, such as improved performance, extensibility, legibility, etc.
Keep in mind that the OSs provided through the developer program will probably be pre-release versions.
Presumably both, so developers can test and take advantage of the new synergies between the two operating systems.
I may have to revisit the game it in that case; perhaps my memory of the mechanics doesn't do it justice.

Actually, many gyms stay in business thanks to members not cancelling their memberships. A surprisingly high number of people don't cancel their memberships after they've stopped attending. For example, over 50% of its members at the gym I frequent haven't visited for over a year.
Just chill at the hotel during the day, then head on over to the parks in the afternoon. There will be virtually no waiting in line and heat will be much less of an issue.
