It’s not down to privacy laws as such - he has name suppression because the court has ordered his name be suppressed based on an application by one or both parties to the case. The NZ Herald article in the link gives the reasons why name suppression can be granted.

The Queen didn’t even attend Charles’ wedding to Camilla for those reasons (at least not the ceremony, but she attended the reception afterwards), and they’re on relatively good terms these days.

It is a real problem because Kiwis also love their cats, and there’s a real struggle to get people to change how they keep them. Letting cats roam freely day and night is very common in NZ, and I will admit I used to let my cat do that. We now live in Australia and he’s only allowed out during the day.
