Proving that she was complicit, even by inaction, might be a pretty massive stretch. Then again, the Penn State bosses are doing some serious time, so you may have a point.

Fair enough and point well taken, but the legislature cutting back on funding for the school is a far cry from people taking to the streets, if you will.
