It is on custom ROMs on android, and (I think) On AOSP android. Some OEMs also implement them in their skins.

Valid point, I thought so too. But as bejank says, you could just add an asterisk or some form of notation so that you know it's a changed word. But in general, this is meant for those annoying abbreviations (or swear words) and those aren't generally too problematic.

Very likely because it will come at the cost of battery life. Keeping it in existence as an addon will allow people to choose which they'd prefer, longer-lasting battery or better performance.
