One console is missing a few features (most of which have no effect on offline games) and will play single player games just fine without the patch, the other is essentially a brick until you connect it to the internet.

I am a software developer this is normal. They had to start manufacturing these consoles months ago with the base of the OS installed. 300 MB patch is most likely tweaks and updates to the existing OS. Nothing to worry about. These things are very common now a days.

The PS4 requires an online patch to play online games. The Xbox One requires an online patch to play offline games.

Most likely these things were perfected after the system had to enter production. Doesn't seem like a big deal; all the features listed affect internet related stuff, so you're not missing out on single player if you don't patch it.
