People whose race was enslaved and forced for centuries to generate generational wealth for other people’s families instead of their own. They get reparations.

Because black families were only allowed to start generating their own generational wealth in the past few generations. The rest of that was free labor slaveowners and their families got to keep to this day. 

Why do you think anyone's being penalized based on race? 

No one is being punished. And yes there are modern day victims of slavery. All that wealth that our enslaved ancestors generated for other people didn't just magically disappear into the ether once they died. It doesn't matter because wealth is generational. They worked for centuries for free to enrich white families for generations to come.
