No there has been very strong attempts from members of the Ubuntu Forums to get pepper ported over but the restrictions disallowing it to be used in Dev mode is a huge setback, as the plugin, for whatever reason, thinks any other Linux distro is just ChromeOs in Dev mode.

If they could somehow hack into it's GPS if it has one, yes if you have a good signal (good for about 5 meters). Triangular radio tower tracking is very inaccurate I would give it about a half-mile radius of error.
