You are not wrong, but the modders are adding it specifically because it cant be run on console, hence making it a drm. Its main purpose was never to be a drm.
We are talking about mods, I don’t think they have much legal ground to stand on. Unless you can argue that mods are fair use, but thats something that has never been done.
The extender has been around for a while, but modders are deliberately adding it to mods that don’t need it because console can’t run it.

I mean the game is 20$. If you wait for a deal it will be 5/10$ eventually. For that price you can’t go wrong. The game has some flaws, but I played 2 hours of it last night and loved it.
