A block heater keeps your block warm enough that the car will start. A remote car starter allows the actual interior of the car to warm up. You don't have winter, do you?
Because it's -50 outside.
Remote start is also very common on cars with manual gearboxes. It's more expensive and requires more fiddling to disengage the clutch lockout but it is far from unusual.
