I would say in the sense of story, because II had an awful story.. but I disliked the lack of REAL bosses in III very much. For example, I thought the bandit guy at the camp in the beginning was an actual boss, but later in the game he becomes a regular enemy, and it's that way with several "bosses".

Honestly, The Elder Scrolls is well-known for its high level of content. What he's saying is that he wants to explore the world (and not necessarily complete the story first), because you can. Most people played Oblivion for many hours before they started the story. That's the whole thing, you can play it how you want

Because you had to jump to level up agility in Oblivion, I would constantly jump everywhere I went. Now in every game that I play, regardless of genre, I jump as I walk. I'm actually rather surprised that this isn't as common as I once thought.
