The headlights are mounted to a plastic bracket. The adjuster screws are built in to this and pass through holes in the backing plate. You can turn them by hand no wrench required. The plastic bracket on this car is broken hence the wonky lamp. Very easy fix, but just go with ecodes and thank yourself later.

My ex was like that. It was a developing allergy and unfortunately I can vouch that it was very real.
