If it works like what we call a Local Service District in New-Brunswick, it's the sparsely populated area between official towns/village with no Municipal governement. They're managed directly by the Provincial governement and they have no representatives at the Legislative Assembly.

What add-on? It's been there since 2011. And people won don't like them can get rid of them in 25 minutes for 5 bucks. And 15 minutes of those 25 minutes is the drive to the local hardware store to get the plugs.
