The title of this article is flawed. There is a difference between emissions and co2. Modern cars produce very little pollution in a traditional way. They still produce co2 which California is focusing on. The title makes it seem like pollution requirements are changing.

If wealthy people were that concerned about global warming, they would stop taking private jets to meet with other wealthy and famous people at European resorts.
