Yeah it happens in the dx9 version as well when running at 60fps; but theres a mod that helps correct some of the problems.
If you are anything like me and hit up bonfires regularly it isn’t really that bad, especially if you switch up weapons often; but you will notice it if you miss a bonfire in an area and make a marathon run to the boss.

The whole jump to 60 frames cutting dodge roll invulnerability in half has made me quit dodging almost entirely and now I just sword and board half the time... Hopefully they’ll patch that along with the durability glitch and I can go back to dual wielding more often...
To be honest if you are going through Bloodborne right now and not having too many troubles with it you should be fine; I went from getting my platinum in BB straight into playing DS2:SotFS and it immediately felt a great deal easier than BB.
