Well, it's only "free" if you have the luxury of being home with your baby all the time. Otherwise it costs money: pump, bottles, etc. Not to mention that many lower-income women have jobs that don't take kindly to needing a 15-20 minute pumping break every few hours. Or have places to pump. Or storage for milk.
