I think I agree. That is the way sipes were explained to me. Snow will actually stick to the tread where the sipes are as the wheel turns because they are filled with snow and snow falls off the tire where the “water” channels are in the tread because it is too wide.
You just did an article about snow tires and you completely ignore the benefits of the rubber compound in the winter tire. Winter tires are softer at the lower temps and keep traction better even on dry roads. The sipes and tread only work when it is wet or snowing. The softer rubber works all winter.
It is all about temperature. Winter tires stay soft in the cold and don’t skid as easily as hard rubber. The benefits improve when temp fall below 40F. The sipes and tread are for snow and ice but the rubber compound helps all winter.
