Read the first line, local taxes $$ are being spent by not collecting them. Maybe someone would rather have that money spent on schools or roads or police cars. When those things need to be bought, taxes will again have to be diverted.

Would agree. But said more simply.  The rotating poles are what shape the air to form a traditional sail that then capture the power of the wind and convert it to thrust the boat can use to reduce the power needed by the engines.
