I doubt it’s anything so coherent. More that he felt like venting, bragging and grabbing attention from as many uncritical admirers as possible. To me this unverified “bombshell”has the smell of a Trumpite ploy, a story designed to provide a basis for Trump to fire Rosenstein as he has been so desperate to do. The timing of this story is highly suspect. Bill Palmer has the same thought:

Definitely good reason to keep watching the storm’s movements and evolution. And there are two new tropical depressions in the eastern Atlantic, 92L and 93L, that are likely to become named storms (Helene and Isaac) and also bear watching later on.
