I had someone in my group design something so that a 3/4" long screw had to go into the inside of one leg of a C channel that was 2" wide. I was like, how come you didn’t provide a hole on the other leg of the C channel, he was like, why?
It wouldn’t be 14 different molds. It might be 14 different cavities but most of the buttons are used at the same time and they would be done in a family.
Let me explain how this $1.25 increase works.

The reason why they have those little blank holes for buttons is because they’re punch outs and you can add stuff in the production line under 1 item and also because then you don’t have to create 2 SKU’s and swap out inserts in the mold.

There’s a reason for this. When I’m going 80mph in heavy fog, my high beams, even though they create a blur of light in front of me, project far and bright enough forward that I can pick out the reflectors from other cars, guardrail, etc, from twice as far away as with the low beams + fog lights.
