Why should anyone pay for time spent on a service job? If employee A does a job in 5 hours and employee B gets the same job done in 3 hours, how do you pay them “equally for all hours worked”?
No you shouldn’t. Lazy people shouldn’t be rewarded and competent people shouldn’t be punished. Guarantees in low volume shops are only there to keep the techs there when the work is slow. If you’re good at your job and the work is there, there is no reason you can’t be over 8 every single day.

In my experience, I’ve never had a job take me longer than the book time even the very first time I did that job, unless it was because I stopped and took lots of breaks and counted that in my time.

If the dealerships aren’t being hurt then the very idea of the picketing is fairly useless. The dealerships aren’t making profit and likely will have an uneasy if not downright hostile work environment on their hands when its all over. The only ones who aren’t being hurt over this are the union stewards.
I feel like they need to be enlisting the support of the dealerships to go after the manufacturers, then.
Most mechanics I know like the current structure because they are generally able to complete the work in less time than what is called for by the manufacturer.
