Sure, I can easily see problems that would come if they tried to make this some one-time solution where you hand each prisoner a cup and that's it. They require options and back ups and maintenance. But none of that has to do with them destroying the plumbing or being humiliating or being unworkable in a prison

I wouldn't force everybody to use one—there are some people that couldn't, as well as people who just wouldn't want to.
