Based on what we've seen of him, the most obvious motivation for him to keep quiet is that he likes feeling like he's important. I don't think they were negligent. In 1983 at least there's nothing out of the ordinary in Paige being allowed to go to a church group if she wants to do so without her parents following her there to watch the pastor.

I don't think taking him out without the knife would be so very easy. That's why she's trained to have deadly instincts. Philip might have been able to make that call but that's because he's bigger.

I don't see how this plan is so poorly planned or didn't make sense. There's plenty of ways any plan can go wrong, but the point of this one was to give them something to hold over Don so they could hopefully look around without him thinking about it much. Right, not everyone can be blackmailed. There's no reason to think Don would give anyone access codes.
