I think Ward is, but they sorta messed up Colleen Wing by making her plot in the first half of the season near-completely disconnected from her plot in the second half.

It's okay. There's some good stuff in it, but there's also a lot of wheel spinning, heavily telegraphed plots, and people acting exactly as stupid as they need to in order to move the story forward.
