No, it’s not always necessary to have regulation in order to spur improvements. But I think this one one case where there is a pretty strong cause and effect. Look at how CARB caused carmakers to make cleaner engines. Would they have done this on their own?
Well, it is simple. Compare just about any car engine with an equivalent one from say, 15 or 20 years ago. It will have more horsepower, pollute much less, and almost certainly have similar or better fuel economy. And we want to stop this progress because...?

Engine technology has made huge strides in the past few decades in areas such as power, emissions reduction, and yes, fuel economy. It’d be shame if all of that progress was to stop now, just because “well, the government says that we don’t have to anymore and gas is cheap and stuff”.
Visit India or China and you’ll be grateful for all the EPA regs. No, seriously, do it. The pollution and smog is unreal. The speed you travel on the highway for example is not limited by road design or the car, it’s determined by the visibility from the wall of smog surrounding you. You really have to be there.
Finally, make rolling coal great again!! I mean China is only at Euro 4 emission requirements and it’s not like they have any air quality problems.......
