The best thing about Mei is freezing champs and punching them in the face. Yes, she is annoying, but if you play her correctly she can be a huge asset to the team. Her ult is definitely lacking if you compare it to Reapers. It is not a game changer in most situations. I think it is very similar to D.Va’s pre-buff ult.

Yep, it works better to have the turret actually facing away from the push and have it flanking position while they move past it. Good players will pick off the turret if it is exposed.
