It was originally being developed for PS1 (there’s video of early development footage) and then in late 1999/early 2000, it became apparent that development would have to shift over to PS2. People are forgetting that ICO and SOTC are not beloved by most gamer. Definitely not the average gamer. It may seem that they are because critics adore them and the media likes to hype them up, but when these games were released. They were not hyped or received well by many gamers.
