No, just restarting Chrome did the trick.  I suppose a reboot couldn’t hurt.

I have the same version, and it didn’t show up initally. It turns out that my copy of Chrome had a management policy on it (PasswordManagerEnabled, to be specific). Once I’d removed the HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome folder from the Windows 10 registry, I was able to find the flag.
