The problem is this completely depends on the State. There should be a federal mandate making all breakfast and lunch free to those who want it. The amount is negligible when you look at our government budget as a whole, and there is such a high return for us as a society when people have access to healthy meals -

When I worked at the makeup counter, there was nothing more depressing than having a customer insist that she use a shade 3 times too light for her skin because it made her look "lighter". What do you say to that? We would calmly explain that it would not match her skin, and that matching looked better, to no avail.
