I think you’re correct that this is/was a first gen Corvair, and the “horn” is what is left of the fuel filler, with the smaller tube being the vent.

It was a badly timed shot of nitrous. I’m sure that is what NASCAR is thinking with impounding the car. At the very least, they suspect something illegal.
