I got to the sea outpost (where you meet the reporter) and there was no sea, just fish flying in the air and the dude flirtatiously throwing sand at that girl. It was fine once I reloaded.

There’s nothing in this game that specifically draws from Monument Valley. They both happen to have similar aesthetics in some regards, but nothing that necessitates its mention here.
