From what was said, they were extremely tight in a way of people who simply are above the usual passing acquaintance or loose idea of friend. Perry himself said they would see each other at parties or functions and literally forget about everyone else and spend the night talking to one another.

I was a little surprised that they didn't get some jokes out of the parallels between Locarno and Paris, maybe in the next episode.
The issue is money. Paramount/CBS wasn’t “barred” from using Locarno. They have to pay a royalty fee to do so, as they don’t own the character outright.
Really weird not to mention what a good episode this ended up being for Capt. Freeman, here using Starfleet’s reputation as a means to smuggle out the information on Locarno they wanted; the Puppet scene and the Billups reveal were both great moments that added enough levity to balance out Mariner’s soul-searching.
Locarno is the season’s big bad?? Really? Do you think they got to this episode and were like, oh that’d be cool, or planned it from the beginning.
Question, wasn’t there an issue with the Locarno and the First Duty screenwriter over rights issues that barred them from possibly using the character in Voyager or was that a fan myth?
