Because you are assuming they want to do that. It boils down to agenda and goals. What the old manufacturers want are government contracts that are cost plus. They know there is a limited amount of them and they also know they need to involve as many states as possible to get support from senate.

Unlikely. There is simply 0 reason to be looking at it while driving. You can't play games on it, all the common settings are on the wheel. Looking at the positioning of the wheels, the guy was most likely making a turn and the instantaneous response of the car was quicker then he imagined.

Yup, I know a person who bought a used Jaguar on the cheap. They just wanted a luxury brand car. The luxury branding deceives people on the actual value but they don't realize luxury cars lose value quicker too. An old luxury car is worth less than a few year old new non-luxury car.
