Except these systems are employed nationwide and have been for some time, and they don’t do this.

I use the LPR system often, and I am most certainly not aware of pay for individual use.

This is incorrect. I have easily searched LPR data back three years.
Every LPR system I have used doesn’t scan for those. Nor is the system autonomously sending out fines.
