Can anyone explain what it is around his neck? At first I thought it was bluetooth earphones but it didn’t look quite right. Then I thought he was one of those dudes that wore their sunglasses on the back of their head/neck when indoors but that doesn’t seem quite right either.

What I do is pin the Snipping Tool to my Taskbar in Windows 7. I usually always make it the first one in the list (closest to what used to be called the Start Button). Then you can use the Windows + 1 key to start the Snipping Tool. The pinned Taskbar items all have the Windows + number key shortcuts in Windows 7.
