I think 90% is a pretty safe estimate. With no power grid how many people do you know that could provide food / shelter / water to themselves for over a year with no electricity anywhere in the country.

Let me clarify. Any active military member should get a buzz cut. Then hair would no longer be an issue. You don’t join the military for their sense of fashion.
