There have always been young undocumented people who chose to not apply for DACA because they didn’t trust the government with their data. The DACA application process is pretty thorough and requires everything from your home address to a biometric appointment where applicants are fingerprinted.
What I gathered was that the author of this story was mocking Nussbaum for watching a 30-minute sitcom featuring brown people using the term Latinx and still questioning whether she herself had the correct pronunciation.
