They are not talking about using the engine to control speed in a downhill.  They are talking about coming up to every traffic light downshifting and using the transmission to slow.  That kind of action will wear out expensive to replace clutches far faster than cheap to replace brakes.

Why are you concerned?  It is all security theater, not actual security.  You face the same risk having them as not.  Didn’t seem to concern you before.

My Volvo has this. But, I had to add resistors to the bulbs when I switched to LEDs just to keep the system from triggering. Worse, I can’t put LEDs into the brake lights as they would always be on thanks to the “bulb out” system.
