Frankly, probably not given the way the statute is written. Once again we don’t have laws on the books for this type of thing because the Constitution and our informal conventions didn’t contemplate that the President would behave in this manner and Congress would cover for him.

He’s got 34 Senators that will never vote to remove him from office. He’s effectively above the law. That’s all you ever really need, but of course he’s got Barr running interference as well.
