I think it depends more on its rigidity. Foam is mostly air and it is a great sound insulator. But foam also tends to be flexible and absorbs sound waves... same thing for those sound-deadening rubbers on the market. Also if the face of it is smooth, sound can't get down into the lattice structure to be attenuated.
