Sigh, everyone keeps on getting it wrong. Lyn’s Dazzling Staff is a “Staff” Skill like Wrathful Staff from the last banner.

Only healers can use it and healers get a 50% damage penalty without “Wrathful Staff”(unfortunately also in slot B) making Dazzling Staff somewhat useless for damage.
