Yes- that would be the Potomac Highlands, which I wouldn’t call Appalachia at this point. That area- the entire panhandle- is basically an exurb of DC.
The way Appalachia is defined as a cultural entity- Maine doesn’t fit in. Really, we’re talking about southern Pennsylvania to northeast Alabama.

The issue really shouldn’t be “wealth inequality.” Rather, the issue is implementing policies that will ensure upward mobility for those at the bottom.
