I don't think it was a steering wheel lock, i think the car in the vee of the ditch and the lack of power steering is what did them in. They were steering "ok" earlier in the clip.
These look like din rail mounted breakers, no transformer found here. I will assume that the tep was done somwhere between the transfomer on the pole and someones home. Those lines are 220v
But the breaker in there is a good sign, any shorts down stream of it will cause it to trip. Because you know, "safety first"
